In order for a service center to maintain a DOT license to certify cylinders they must adhere to the same strict quality standards as the original cylinder manufacturer: Hydro-testing cylinders well in excess of their operating pressures; Ensuring no rust or pitting is on the cylinder prior to painting with industrial paint with rust inhibitors; Proper valve type, safety pressure rating and correct valve installation.
