It has been tested and does power on, however we have no way to verify the accuracy of the meter. The certification tag expired in 1993. This is a complete kit. Main box, leads, instruction manual, and case included in sale. It has four test voltages: 500v, 1000v, 2500v, and 5000v. Description taken from manual: "AEMC Model 5000 is a portable, multi range, high sensitivity megohmmeter capable of mesuring a wide range of insulation resistances from 10 kilohms to 3000 gigohms. The model 5000 has four test voltages of 500, 1000, 2500, and 5000 volts. Each test voltage setting has two overlapping resistance ranges of 30Mohms to 30,000 Mohms and 3 Gohms to 3000 Gohms."
