These are high quality plastic test tube racks 4" x 8" x 6 5/8" high for 50 tubes.  The holes are 11.9mm in diameter and the distance from the top tier to the third tier is 100mm.  There are four total tiers, with the bottom tier consisting of a detachable base plate with holes for mounting screws.  There are also two plastic pins in the base plate that register and lightly hold the rack in position.  The horizontal pieces are an off-white plastic, the separator pins are drilled and tapped anodized aluminum, and the machine screws are all stainless steel.  They came out of the Adolf Coors quality control lab (where they test various properties in the production of beer) in Golden, Colorado some 25 years ago and have been in storage.  They show no manufacturers information and could have been custom made at the brewery.
