The HP 400H is an AC signal true root mean square vacuum tube voltmeter.  It measures AC voltages from one thousandth of volt AC at 0.001 V AC to 300 Volts AC.  It has a deciBel, dB, scale to measure a lost and gain of audio amplifiers by sending a sine wave test signal from a function generator to allow this HP 400H AC volt and dB meter to measure it.  The dB range is -60 dB to +50 dB.  It will not measure DC signals and voltages.  It is not working.  The neon power indicator burned out.  The vacuum tubes are in tact.  Most likely, it will need some new vacuum tubes.  Capacitors, condensers seem in good shape, nothing broken.  The rear power fuse holder has a small fracture, the brittle phenolic plastic.  That can be replaced easily.  The analog meter is in great shape.  The HP 400H dates around 1948 to 1950s.  It was made in Palo Alto, California, U.S.A.  The vacuum tube AC voltmeter's front bezel held in the steel case by friction fit.  The VTM meter was originally operated by the U.S. Navy and was sold to a friend as surplus.  It was kept in storage for decade and then given to me.  I have no use for it.  It is antique.
