You are considering a Jobox Heavy Duty Steel On-Site Storage Chest.  This item is unused surplus. The previous owner purchased it with intentions of starting on site repair work, but he never used the chest. It has been sitting in dry storage for the past few years.  The inside of the box is in new condition and the locking hardware kit was never installed and is still sealed in its original plastic bag. The outside of the chest has several minor scratches, scuffs, etc. from handling and from having items sit on top of it during storage (see pictures). None of these scratches are through to the metal.  Chest being sold AS IS.
