This is testing unit for measuring water levels in sewer lines.  It was made by the Manning Environmental Corporation.  The test wheel included in the case states the proof test was done in July of 1974. This unit was intended to be mounted on a bracket that attached to the frame of an open manhole.  A probe was lowered into the sewer and the unit apparently hooked up to car battery?  It also has a clock mechanism to work the wheel.  No instructions so some guessing. Included are the case, a block of foam (not sure what it was for), an envelope with two keys for the case, the test unit and the proof wheel.  I will pack the inside of the case with bubble wrap or similar as the original foam lining has rotted away.
