I didn't know what this was until I saw a picture of it in the Atlas Lathe operation book.  It's for rebuilding electric motors. After the armature is trued, the mica insulation needs to be undercut by a grinder mounted on this bracket. It appears to have been very lightly used, although it exhibits minor storage wear and some slight surface rust.  Needs a little cleaning.
