this is new-- the plastic casing is dirty from shelf storage-- the die itself might have slight plastic shavings on it from sliding out of the case--I see a few small surface rust spots-- FEATURES: • High speed steel • Standard "H" limits • Ground thread SPECIFICATIONS: • Size: 1-3/8-6 • Bottom • Recommended for general purpose tapping.
