Power Over Ethernet delivers electrical power to the device through unused wires in a standard Ethernet cable (which is included with the phone). The device on the other end of the cable actually powers the phone, usually a switch or a power injector. Nortel assumes at least some people will be using Power Over Ethernet with their IP phone and therefore it would be an unnecessary cost to those buyers.
