The pens are in very good condition, showing signs of moderate use.  The pen cartridges only have very little ink in them or no not write at all so the cartridges need to be replaced.  The pens are made mostly of metal, no markings to show any valuable metals, likely stainless steel. There are 8 red barrels and one blue one. The 4 pens on the left are made in the USA and the 5 on the right are made in the UK. Three have price stickers on them, and in two of those the stickers hide or partially hide the Parker label engraving but one can see that all the pens are identical in composition. I did not want to peel off the stickers since they are attached with strong glue. Based on the price stickers and time when rollerballs came into being, I would estimate that these pens are about 10 years old. Shipping by air mail letter mail, takes about 7 to 10 days since Toronto has a major international airport, but sometimes there are delays of 2 days at the border, also takes longer for rural areas.   The lettermail option does not include tracking.  It will be shipped in a bubble wrap envelope. We do not ship to APO's or student dorms.  Shipping costs include envelope and postage and 13% HST, a Canadian VAT tax on both of them.  Other Direct Resolution:  The buyer agrees to contact me first to discuss, and if need be negotiate a remedy, for an issue of dissatisfaction, and then wait 3 days to allow time for us to discuss the matter, before opening a dispute case with Ebay.  Ebay clearly encourages such direct discussion and resolution a between buyer and seller before it gets involved.  Materiality:  If the amount of the alleged loss to a buyer is less than $3, the buyer agrees not to file a dispute with Ebay, and secondly, not to leave negative comments in feedback or non-positive feedback. I believe that my prices are generally low enough that the buyer has already benefited from them, and this rule save time for everyone including Ebay.  Refunds:  Once a buyer receives a full rebate, they will not leave any feedback; since in essence the sale has been voided and they have been made whole. Similarly, once a buyer agrees to a partial refund and receives that refund within 3 days (assuming they are set up to receive payments), they will not leave any feedback.  Open Stock versus New Pencils:  Open stock pencils are sold one pencil at a time, and if they come in a box, it is open and not sealed; so the unit here is a single pencil, and thus the pencil is new even if there is no box sold with it.  Similarly, bulk pencils are sold in large wholesale boxes, sometimes as many as 1944 pencils, and intended to be sold in large numbers, such as in lots of 72, so they too are new even though not sold with a small box. Pencils are round and can roll around and cause very small scratches. I have seen worse wear from pencils in retail metal tins where a pencil bumps against hard metal. Anyway, due to the complex manufacturing and use of wood, few pencils are absolutely perfect in shape, lettering, painting or smoothness of the label etc..
