Photo Research of Chatsworth (formerly Burbank) CA USA is the leading maker of photometers. This is the smaller $5000 (new) cousin of their famous Pritchard 1980A (which cost about $15000 new, seen in last photo). It is a spot photometer with a viewfinder system similar to that of a single lens reflex camera. A black dot in the viewfinder covers the half-degree spot to be measured. Half a degree was chosen because it approximates the acceptance angle of fovea of our eyes where our visual accuity is greatest during normal daylight vision, and some common size discs we see daily: the sun and the moon, each of which seen from earth subtend a half degree angle. Its least sensitive range is 0-200000 foot-lamberts (like looking at the sun), its most sensitive range is 0-0.2 foot-lamberts (where our eyes transition from photopic day vision to scotopic night vision. To get your answer in Nits, just multiply by pi. Ranges are in decades, and readout (mantissa) is on 0-2000 count digital display. Since detector is a photomultiplier, whose sensitivity varies with several factors, a stable internal cal reference is provided to achieve best accuracy (this is done with an internal target that glows due to decay of carbon 14 whose half life is over 7000 years). I do not have external standards to cal this item, but I can point you to some cal labs that can do it. Also, note that while a 3 and a half digit display can provide accuracy of the order of 0.1%, photometry's accuracy is limited to about 4% accuracy by the limits of of how brightness is defined and by the crudeness of standards all the way up the chain to and at NIST. While radiance can be more tightly defined and measured, brightness meters use a photopic filter overlayed on their detector to simulate spectral response of the average human eye as determined in 1929. ITEM is wired for 115Vac. I do not know how easy or feasable it would be to switch it to 230Vac, but it only draws a few watts, so any stepdown xformer could handle such a small load.  CALIFORNIA buyers pay sales tax.
