My impression is that this set can be used to apply a particular voltage to a piece of equipment by use of the grounding clamp and the probe.  I don't know what the amperage would be because I lack the meter to test amperage with.  My multimeter let me know that this unit does output voltage though, so I was very limited in my testing in case it puts out lethal amperage.  I can say that when the switch goes on, the right hand pilot light comes on (color is clear, not red).  The left light didn't come on during my testing.  The pot adjusts the output voltage easily, and I turned it up until the pointer started moving off 0.5 KV and my meter indicated AC voltage of 463 VAC with that test, which I imagine is close enough to operational.  My meter is a 600 VAC max one, so I didn't go further in my testing, but I expect this set works fine at higher voltages.  The instructions say the meter drops to zero upon failure, but I don't know how that works, so I think this thing does more than just apply voltage, and I can't test for that.  It seems to be a durable piece of equipment, so I imagine that function is operational or close to working if some minor part needs replacing.  I do think a new lamp is needed for the left hand pilot light unless that has something to do with the untested function I was just discussing.  I'm selling this item as basically working, but some minor level of maintenance may be needed to make it fully operational.  Note that I checked to make sure this unit didn't output voltage when turned off. This test set was originally used by Bryant Chucking Grinder, a machine tool company that was located here in Springfield, Vermont until it closed more than a decade ago.  It has been in use at Vermont Machine Tool (who bought Bryant's remaining business) until recently when they closed too, finishing the history of Bryant Grinder after more than a century (1909-2015).  The unit itself is stenciled ELECTRICAL.  It also came with a tag that says BRYANT STATION CHECKING STUFF WHEELHEAD BENCH. The color is old industrial lime green, and I think looks circa World War Two vintage (I couldn't find any online reference or research material to verify this or to tell me more about it).  The tester is useful if you need it's function for your operation, but it also has a great look and would be great for display in your Dr. Frankenstein laboratory (and Steampunk applications). Physically, it has cosmetic wear consistent with its age and use over the years.  The cables are in good condition, although they are getting a little stiff with age.  The strain relief on the ground clamp is taped, and cracked and fragmented on the probe.  The probe has what looks like a trigger, which is taped down (presumably to the on position).  Perhaps that trigger is broken, or that's just what the operators wanted.  The clamp is clamped to a shop made magnetic tool for quickly attaching to the apparatus to be tested.  The power cord has a newer plug on the end. 17" wide x 6" high x 7" extension excluding the cables if mounted on the wall with the controls projecting outward Super nice item.
