For sale are (50) 0.40mm (.0157”) new PCB carbide drill bits manufactured by Kyocera Tycom.  They have a short flute which should add to the rigidity of the drill and reduce the number of broken drills.  Here's a good deal on some quality carbide drills.     Part Number:  300-0157.118A1 diameter size flute length OAL .0157” 0.40mm .118” 1.50”   These drills would sell for up to $4.00 per drill on other web sites.  All drills are 1.5” in total length, and have a 1/8” shank.  The 10 pack shipping and storage boxes are also included. Kyocera Tycom is the premier manufacturer of small carbide cutting tools in the USA.  They use premier submicron grain carbide from Japan, which will help prevent the tool from breaking while extending tool life.
