It is used military surplus in good condition.The item is 100% functional everything works as it is supposed to. The exterior does show some wear but is otherwise in good condition. This unit was removed from a 1300 lb military aircraft electronic test set. The tire is a Cheng Shin 125 psi. 2.80-4 tire with a E3 split rim . It has a swivel base with a 4 position directional lock. The base can be unpinned, hinged 90 degrees, and repinned. There is a grease port on the swivel and on the wheel. The base plate is 9" x 6" a 1/4" steel. If you would like this item insured please contact us before you submit payment, otherwise it will ship without insurance.
