Even though this has never been used it has been in storage for years in an unsealed box so the surface of the plastic is dirty and a bit sticky.  I washed one of end caps just to see if it would clean up and it seemed fine.  I am helping my friend clean out his storage and know nothing about this item.  Here is the description provided:  "...is a transparent, lightweight and highly versatile splice closure for protecting straight and multiple cable splices up 4.0: in diameter in buried applications using either a solid or re-enterable encapsulent pour into the closure.   Made with polyvinylchloride plastic.  Measures about 29" long and 7" diameter.
