this item HAS NOT been tested. It is being sold AS IS. That being said, last time it was in use, it performed flawlessly. When it is plugged in and turned on, it starts up ( the fans run and the LED turns on), but I dont have the equipment to test it for sure. Please ask ANY questions BEFORE buying.
