I do not know the history of it. I looks to have just normal wear. It could use a little cleaning. I am not able to test it. It is also marked, "Maxrad". It measures about 23 1/4" overall and the shaft is about 1" in diameter. I have more than one of these and so the one you receive may not exactly match the pictures, but it will be in the same condition. Also, not every antenna has a factory label on it with the specs. but they are all identical. It only comes with what is shown in the pictures.
