This is a Desmond Beltbrasive Dresser No. BCA-4.  It is used for precision dressing of grinding wheels where an extremely accurate finish is desired.  This item is especially recommended for use on coated abrasive belts and discs of approximately 60 grain size and coarser.  When used at frequent intervals it will prevent most of the load from forming and considerably increase the life of the belt or disc.  The working surface is approximately 7/8" across.  It was manufactured by Huntington Desmond in Urbana, Ohio, USA.  This item has seen light use but is in excellent working condition, ready for your use.  It will be shipped USPS Priority Mail for fast delivery.
