This is a Real Industrial  Quality Twin-Variac Variable Transformer made by  General Electric  in  Ft. Wayne  Indiana. Twin   ( 2 )  Variac Transformers Ganged-Together  so can be used on a 3-Phase System or 1 or both Transformers can be used on a Single Phase AC Power. Can also be split-apart to be used on 2 different Single Phase Systems as it is Really 2 Transformers! Can be Wired in Multiple Ways; 240  or  480 input to give  0 to 480 Volt AC Output  at 16 Amps. Can also be wired to give  0  to  560 Volt AC Output at 16 Amps. Of course you can feed it 120 Volt Input to get Half,  0  to  240 Output at  16 Amps. Unlike the Small Chinese Transformers that Optimistically say they can output "20 Amps" I believe this massive U.S.-Built  62 pound Unit  CAN  Output it's Full Rated 16 Amps,  which is a lot of current.
