Without protection, the only limits on the amount of inrush current drawn is the line impedance, input rectifier drop, and capacitor equivalent series resistance. High inrush current can affect electrical systems by tripping fuses and circuit breakers unnecessarily.  If  inrush current protection is not in place, relays and fuses must be used that are rated higher than any possible inrush current.  This forces over-rating of fuses , which reduces the protection afforded by those fuses to the load circuit.  Inrush current can also cause pitted contacts on switches and relays due to the arcing of the contacts. Inrush current can be as high as 100 times the normal steady state current and normally lasts for less than 1/2 a normal 60 hertz cycle. An Inrush Current Limiter (ICL) is a special Negative Temperature Coefficient (NTC)  power thermistor, which has a hot resistance 10 to 100 times lower than its cold resistance. On turn-on, the 1 to 5 ohm typical resistance of the ICL limits the inrush current to a manageable value. As it heats up (1-2 seconds), its resistance drops to much leass than 1 ohm, effectively taking itself out of circuit. Schematic below shows the position in a power supply where an ICL would be used. This is typically in series with the supply voltage and BEFORE the filter capacitors.
