This is a crimp tool handle made by Ideal Industries.  It can be used with compatible die sets to crimp various types of fasteners, such as Fast-ons, ring terminals, and butt splices, depending on the die set.  This one has mismatched handle colors, and is missing one of the original screws that secures the die.  I have found a few screws that fit the thread and will send them along.  (They are a metric size.)  A previous owner has scratched his initials into one of the handles; see photo.  The ratchet mechanism works well, and overall operation is smooth. These sell new for over $70.  If you use crimpers like this and need a handle, this could be a good deal for you.
