Lathe, Grinder Or Milling Machine Part? Steampunk Art Anyone? (#1129)

I found this in a box of lathe parts I purchased, but it doesn't belong to the lathe I bought.  I have no idea what it is, so if anyone out there knows, please enlighten me. It appears that turning the wheel would push a rod of some sort (not present) through the hole bored through the block. The two rods in the side of the block must mount it onto whatever machine it goes to.  The block is 2-11/16" x 1-3/4" x 1" The wheel is 2-1/8" dia x 3/8" The longer rod is about 4" x 1/2" dia The hole bored through the block is .55" dia, which is the diameter of a Craftsman 109 lathe spindle, but I can't see how this could possibly be used on it.   Anyway, I cleaned it up and here it is. I'm sure that as soon as it sells I'll figure out what it is and find that I sold it for far too cheap! C'est la vie! See photos!
