They are manufactured for another company that makes medical portable blood warming units. I have sold dozens of these and have had 100% satisfaction. This batch must be older than previous ones. If you Google 28v battery won't take charge, you will find articles explaining that if they drop below 3 volts or whatever, they purposely won't charge. Other articles tell how to get around this.
