As you know with most government agencies, when a new grant comes in, they have to justify the grant by buying new equipment leaving very useful equipment for surplus. Comes as shown! Seems to cut stencils nicely. Cosmetic wear and dirty. USA CUSTOMERS- NO MEANS TO TEST, however will offer a 14 day guarantee to try it out fully with right of return.
