This board is new - an upgrade of the STM32F401RE - more memory, higher clock rate.  100mHz and an extra 32kb of SRAM for 128kb total.  The F401RE it replaces is 84mhz and 96kb SRAM. This cortex M4 is a 32bit processor with floating point hardware processing and DSP capability. If you are just starting with ARM development or looking to upgrade, this is a great way to begin.  The board is bootable, has Arduino compatible connectors, and comes with demo software in memory and has debugger hardware on the board.  Also it is 100mHz instead of 8, 16, or 20mHz like the smaller boards.
