This is an air flow metering valve, commonly called a "cheater"valve. Rated for maximum line pressure at 125 psi, with 1/4" NPS male and 1/4" NPS female couplings. Usually this is threaded directly onto the spray gun for easy manipulation of air flow.  Most often, I have seen these used on Binks 2001 guns set up to spray multi-spec / polymix type coatings.
