I believe this is a fully working tool, but I'm more of a woodworking than a metalworkerDid some light cleaning/metal protect with T-9 Boesheild (I used this when I refurbished old handplanes for cleaning lubing and protection) I think this is from the early 20th century(1900s) The company existed from 1880-1950(Vintagemachinery.org) The handle has a slight angle to it I thought was sloppy at first but now believe it's an intentioner ergonomic improvement, it's rests better in the hand.
