Powered Breadboard With Meter

At least that's what I think it is.  If someone can tell me precisely how to label and classify this thing, I'd sure be beholden.  I got it with a box of electronics parts, and I don't know much about electronics.  Here's what I can tell you about it:  I plugged it in and nothing lights up.  I don't know if anything's supposed to.  The fuse is good.  I turned the knob and the meter doesn't move.  I don't know if it's supposed to.  It has no maker name anywhere on it, but if it's homemade, it was made by someone pretty good with pretty precise tools.  It's not flimsy.  If it works, great.  But sale is as-is unless somebody tells me how to test it.  I do own a multimeter, and I know how to use it to test for continuity.  I'm teachable, though.    The closest thing to it I found on the Web is labeled as I've titled this ad, and they're selling for anywhere between $150-450.
