The control button was intermittent, and the housing was found to have been split. Examination proved that it should be functional with a minor repair. As is, it works but occasionally needs to be fiddled with. The clutch engages and disengages without problems. It has scuffing, scratches, and other signs of being mounted and used in the field. There is a 2"x2" hitch adapter installed for use on the rear of a suitable vehicle.
