This was in a box I got with other things. I do not know much about it except it has a wire for something. The on/off switch also has a position for "Sensor." Even when off if the "Try ME" button is pushed it occasionally flashes the light and continuously makes a sound that would be good for Halloween. That maybe because the missing part the wire goes to may sense and change the sound. I guess that it is part of a coupon dispenser such as at a store. It is 2002 by L.J.Liff and Associates Limited in Phoenix, Arizona 85022. Returns: I have full confidence in this item and my return policy is because I am unpredictable. That means if I use USPS Priority or USPS Priority Express it will go by air unless address is in Oregon or Washington. Shipping outside the US needs to go USPS Priority or USPS Priority Express because both of those include $50 insurance plus select Delivery Confirmation. I do combine shipping.
