This is a vintage Tektronix 221 analog oscilloscope, in excellent physical condition, but it doesn't power up unfortunately. When plugged in, and with the controls properly adjusted, no trace is visible on the screen. The battery level meter doesn't enter the green region of its scale. I believe that the internal batteries either need to be replaced or have been removed. The oscilloscope also includes the original Tektronix bag, and a set of red\black test leads ( standard points on one end, standard banana plugs on the other ). Due to the inherent nature of this item, it is a final sale only and I can't accept any returns. I also cannot lower the reserve price because this oscilloscope is considered a collectable item. Item Condition and Description: You agree to accept all of the item(s) in a listing in the condition which they were described and sold. Communications: All communications regarding my item(s) can only take place through eBay's own message system, including resolution of problems. Payments can only be accepted from a PayPal account which is confirmed and verified. I can't accept PayPal payments from unconfirmed and unverified accounts, or multiple accounts. The purchased item(s) will only be sent to the address indicated by PayPal, and not to another address. If you don't pay within three business days, unless I have granted permission, I will need to report you to eBay for non-payment. The item(s) will also need to be re-listed, and neutral feedback may also be left. Shipping: This item is available to Buyers worldwide. I ship my items normally one business day after full payment has been received by me. If you are using a PayPal eCheck or another payment method approved by eBay, the payment must clear completely before the item is shipped. Items are shipped only with a method that has a tracking number, to comply with eBay and PayPal policies regarding Buyer and Seller protection, and are of course fully insured. Canada Post no longer has any surface parcel service ( which was much less expensive ) to the U.S. even with a tracking number - they only have air mail services available. The USPS also has made a identical change in the U.S. - USPS surface parcels to Canada are no longer available, even with tracking. Other important information which Buyers should know is that the Canadian postal system is not at all subsidized by the Canadian Government for the benefit of the economy, unlike the American USPS and postal systems in other countries which are subsidized to keep rates more affordable. Canada Post also does not have any discount programs for small volume eBay Sellers, unlike the American postal system. Private courier services such as UPS and FedEx with ground service are far more expensive than the postal system ( in the past, they were closer to postal rates ), and air courier rates are extremely expensive. US Buyers can have their items sent to a Canadian address if it complies with eBay and PayPal policy. For this item, the available shipping methods with tracking are as follows: Within Canada - Canada Post Regular Parcel United States - Canada Post Expedited Parcel International - Canada Post Surface Parcel I cannot provide any lower rates because the shipping amount being charged is the actual amount being charged by Canada Post. In the past, many Buyers would pay much higher prices for items, which allowed Sellers to subsidize shipping costs from the item's final sale price. Since many Buyers no longer pay the prices they once did, such subsidizing is no longer available. Foreign Customs Regulations: As the Buyer, you're responsible for knowing in advance for knowing your country's Customs regulations regarding importation of the item(s), including sales tax and duty that may be applicable. The final price paid for on eBay for the item(s) and its shipping doesn't of course include these costs. In most cases, your country's Customs requires payment of any applicable duty and taxes upon delivery, before an item is released to you. Since these costs are imposed by the government of your country, please don't confuse them with the shipping costs. You agree that I will not mark my item(s) as a gift or below a certain value, since it is very illegal. I'm unable to estimate Customs issues, duties, and taxes for you. You agree to pay these costs and accept delivery of the item. Please do not refuse an item due to these issues, since it makes me automatically responsible for all return shipping costs. I would have to deduct such costs from your refund as a result. Items Received Damaged \ Not Received: All of my items are properly packaged to prevent any damage from normal shipping conditions. Also, the use of a delivery method with package tracking normally prevents items from being lost in the mail. Unfortunately, it can happen despite all reasonable precautions. In the unlikely event an item is damaged when received, you agree to note this on the delivery papers, and immediately file a claim with the local postal system. If the postal system in requires you to accept the item, including payment of duties and taxes, you agree to do so. Don't refuse a damaged package - this will result in a complicated and delayed claims process. Instead, immediately file a damage claim with the local postal system. If you don't receive an item(s) within a reasonable period of time, the tracking information will normally tell you what the problem is. Please note that I can't be held responsible for matters beyond my own control, such as Customs issues ( including delay or seizure ). I also can't issue you a refund if the item is seized by Customs and is not returned to me ( but that is highly unlikely and has never happened to me ). Feedback: I will normally leave feedback for you, as soon as you have posted feedback for me. I want all of my customers to be happy with their purchase, and my feedback reflects that. Please let me know if there is a problem before leaving feedback, so we can reach a reasonable solution. Leaving neutral or negative feedback is normally never the answer to a problem. Limitation of Liability: I'm not liable to you for matters beyond my own reasonable control, and\or that I couldn't have reasonably foreseen, such as transit time and delays, and acts of government authorities ( including Customs issues ). The Buyer is solely responsible for determining if the items are suitable and safe for their intended needs, and voluntarily assumes all risks in so doing, and for their use. My liability is limited to no greater than the purchase price of the items. Item Not Returnable Policy: Due to the inherent nature of a non-working item, I cannot accept any returns on this item. Your information is only retained by me for a seven calendar year time period from the transaction date, in order to comply with various laws regarding business record retention. I don't under any circumstances use any third party providers which collect or analyze your information, such as programs that track your information to confidentially predict to me or others which Buyers could be problem. I also don't participate in violating your privacy through a third party - for example, by accepting an email message or communications from another person who makes a claim(s) about you. You have the reasonable right during the data retention period to obtain any information about yourself from me. I will comply with any such request without any charge. This is a permanent privacy policy and is not subject to change by me.
