This is a Time Domain Reflectometer (TDR). It can measure cable lengths down to a couple of feet,  and as long as 18000 feet (unable to verify as I do not have 6 miles of wire handy). The TDR plot window is set up for characterizing very long cables (1000-18000 feet). The plot's features allow you to discern water in the line, breaks, shorts, etc. (see photos of the reference card). If you need to measure short cables there is another window which just reports the cable length as a number (units are in feet).  Cable capacitance is user selectable so you are not limited to the telecom standards.  It also performs resistance, short circuit, and voltage checks.  Furthermore the system can be configured to produce an automated report of the line quality. The help files are decent and the interface is pretty much foolproof. The VGA port will connect to a modern LCD display. This currently has a sunlight readable display with a 4 level grey-scale LCD (reads like a book in full sunlight). Data files can be removed with cards on the pcmcia ports (drivers installed). The laptop itself is ultra rugged, rubber shock mounts all around and all ports have covers. The battery was rebuilt last winter by 'Batteries Plus' and the HDD was replaced with a brand new 1 GB Solid State drive. Needless to say you'll get a backup disk. For some reason the XC6250 series laptops draw a high standby current. You'll need to keep the unit plugged in when in storage. The AC voltage indicator on the TBERD screen followed me up to the maximum voltage that my variac was able to supply.
