This crystal was likely the frequency control for a broadcast transmitter.  The low frequency was needed because phase modulation produced a small deviation, needing a large multiplying factor to get either 25 or 75Kc (No Hertz in those days!) I have no way of testing it, but everything is there, and the heating element (probably 12 Volt) is not open.  The top view is just to show a masking tape label, easily removable, and now totally unreadable that probably indicated the source. Now you just need to find a phasotron!
