 Welp, not for sure what this guy is.  Came from a estate of a Jeweler, and looks custom made.  I Don't see any moving parts that I can tell with exception of the screw on top of the protruding rod.  Maybe a vise of some sort, that elevates the object that is being worked on.  Is made really heavy so won't tip over by any means, is almost 6lb . Could use some cleaning, there is very minor surface rust, that could be cleaned easily.  Now that I look at it closer it does have markings reading Brown & Sharpe Mfg.  Looks similar to another on line that says it is a magnetic holder. Can't validate yes or no on that.  Unable to rotate the knob reading on, thinking that is what changes the polarization?????  As is. All I know is that the tools I found with it, all looked like they were really well taken care of, and that this guy had everything he needed.
