These units are concrete and rock outer covering and their weight represents such as well and are designed for the concrete trash receptacles, as others will NOT handle the weight of this piece. FREE SHIPPING Listings are designed for the shipping to the 48 states. If this item is shipped to zone 8 with USPS mail, then we will ship it to all destinations which receive USPS Mail delivery. However for most items over 2 or 3 pounds, we will use Ground Carriers for the delivery and therefore can not ship out of the 48 states for free. We will be glad to still ship to you using the USPS, but you will be responsible for the cost of the additional shipping, between zone 8 Ground Carrier and the USPS cost.
