I believe they were made mainly for pay phone lock boxes but that's just an educated guess. If anyone knows anything about them, would love some input.

Very sharp shaper cutters 7 pairs and one odd cutter. The cutter head has a 1 1/4 bore and is 3" in diameter. Cutters have locking edges and can be adjusted in and out with and allen key.
