This is a collection of 10 (ten) IRC precision (0.5% tolerance) wire-wound power resistors, arranged on a circular phenolic disk a bit over 3-in in diameter, and wired sequentially to a 12-position rotary switch. Each resistor is wired in series thru the switch, therefore the switch will place across the terminals (the cut wires in the photos) any value from 10 ohm to 100 ohm, in 10 ohm steps. The additional 2 steps on the switch are open and short, respectively.
