Unknown operating condition (pretty safe bet it doesn't work!). The engine does turn so it is not locked up, probably needs a carburetor or other small stuff. DO NOT ASK any questions pertaining to this unit, I were cleaning out our barn and found this tucked away in a corner, I know nothing about it.
