This is a used, guaranteed-good RS-232 mini-tester.  It is B&B Electronics’ model 9PMTT.  A datasheet is available at http://www.bb-elec.com/Products/Datasheets/9PMTT-0812DS-pdf.   The RS-232 Tester is designed to be connected in series with any RS-232 interface. It is used to test the interface for failures and to help identify the equipment that has failed. The tester may be left in the line permanently.
