Very old and used Tap and Die set made in Japan, and is probably for display purposes only. Yes, it is missing one piece, so it is technically a 7 piece set. The wooden box is well used also, having a hole worn through on the bottom.
Just in from a local aerospace company sale comes this surplus GT & D Greenfield Little Giant 4 Tap & Die Set 1 1/4" - 1 1/2" as shown, was told its to cut coarse machine threads, comes in wooden storage box with paint on top, the underneath of the handle on bottom has the 1 1/4" die is rusty ( see last image ).
