Used. As of yet I haven't tested it. I will charge batteries and see if it powers on. Based on that I bought it from a company dispersal I have no reason to think its not functional. So here is my terms for accepting returns: Must be returned complete and without further wear. Purchaser must pay return shipping with insurance. The return funds do not include shipping paid. I don't have any technical knowledge of item. It comes with what's pictured. Please review the multiple pictures they are a big part of the description. The flat rate shipping is for lower 48 states and canada only. Others please ask for quote. If you have not ordered from Canada before don't worry. A lot of items arrive in a few days but sometimes there can be a delay. If parts are needed in a rush please ask and i will quote it. I am trying to keep shipping as low as possible. However it is a bit more to ship from Canada. AND EBAY charges a final value fee on shipping. If any taxes or duty is due the buyer pays. Most orders under $200 enter without duty. This is normally collected by the shipper and is not additional shipping. I list the country of origin in the item specifics if availible. Most North American made products do not carry duties.
