Keithley Instruments 503 Milliohmmeter, the meter powers on and will set to the calibration mark but when set to any other point on the dial the meter will peg in one direction or the other or float somewhere in between depending on the setting whether the cables are connected or not, connecting the cables does change how the meter reacts but the meter still does not appear to function correctly.
