This is a very unique open face 0-5mV dc panel meter with a latching contact feature was built in 1964. When the meter reads over 5millivolts DC the needle is captured by a magnet that latches it against the high limit contacts. This closes a set of contacts on the back of the meter (low current only or you'll burn these sensitive contacts).
