This is a capacitor tester made for use by field technicians by TIF a HVAC instrument maker.  The tester looks almost new.  There is a slight amount of tarnish on one of the battery terminals, I bet you wouldn't notice if I hadn't mentioned it.  This tester tests capacitors by emitting a rising tone through it's speaker, the longer and higher the tone, the higher the capacity.  I tested it and it works well, I even found a bad capacitor I had in my salvage stock!  The user manual is available on the web, it mentions the number of seconds per Mfd, It also mentions to observe polarity.  The tester uses a 9 volt battery.
