This is a Wandel & Goltermann Frequency Selective Level Meter designed for servicing analog microwave equipment.   It also makes a GREAT low noise receiver that spans an amazing 50 Hz to 10 MHz (9,999,999 Hz) with a sensitivity in the range of -120 dbm.  Never heard of Wandel & Goltermann?  Google them and you will find they make some of the finest equipment ever.  You will be able to listen in the Extremely Low, Super Low, Ultra Low, Very Low, Low, Medium and High Frequency (up to 10 MHz) bands.  Foreign broadcasters and government operations broadcast in these low frequency ranges.  Ham Radio Outlet in on the internet and carries a book called the World Wide Listening Guide that can be very helpful. This equipment is very nice looking and works well.  You will be proud to own it for many years. Operates on 120 volts AC.
