This is a Thorn EMI 2D 28 Watt 4-pin fluorescent bulb, Polylux 2700, which produces a soft white light. It is closely equivalent to the output of a 150 watt standard bulb, but at only 28 Watts, so it used far less power and lasts much longer. It is used for lighting the interior of signs, that I know of, and likely has other uses also.
