Green LED on and the red LED flashes (frequency 1-2 seconds flashing) while the battery is not connected, If you want to change the current, please get rid of that 122 resistance, and put the resistance you need . You may use the resistor you need to insert into the reserved Rprog resistor hole. Note: The ammeter can only be connected in series to the 5V input port instead of the battery connect port when you test the current. It is better that the charging current is 0.37 times "capacity"of the Battery. For example , for the 1000mAH battery, the charging current 400mA will be enough. Too large current, fast charging, but while full the voltage of the battery will drop more.  The connecting wire for the charger can not be too small and too long.Too small, while full the voltage of the battery will drop more..  Good contact with the battery connection is needed.  If the input voltage is higher than 5V , such as 5.2 or even 5.5,the Maximum charging current will be not more than 1000mA, this is normal. The input voltage rise, IC heat output, this will automatically reduce the charge current, but this will not burn the chip.It is about 60 degrees for IC when working and it it is normal.
