This is a Delta Mortising Attachment for a drill press. It's fits different size presses. The semi-circular shims in the pictures allow it to clamp to different size arbors.
Polishing fixture, sliding dovetail jig with 1/4 inch Jacobs chuck. Comes with all that you see in the pictures including key for the jacobs chuck and allen wrench for the rotating head and pulley for the motor. I don't see any brand name or makers marking.
