I had this item checked out at a local machine shop and they informed me it is a purpose built precision grinding fixture used on a surface grinder, it rotates the part while the grinder does it's thing it is very solid and heavy, motor powers up and spins and is very quiet and slow. The machine uses 5C collets, there is one in the machine. There are some markings stamped into the base that read Marv-Las, something 1969 and a dept.
