Need cleaning, pulley spins freely but top swivel requires unseizing and locking pin clip needs replacing. Possibly ex army recovery?

For auction is the 25 pair connection block that has an RJ21X connector on the side and a punch panel / shorting block on the top side along with a cover. This was removed from service at a decommissioned tower site. All connections look fine with no corrosion or water damage.
